Procurement Manager – salary to c£43k + car allowance and excellent benefits.

My client, a progressive Public Sector organisation, is looking to recruit a Procurement Manager to lead and influence projects from a commercial, category and sourcing perspective.

The successful candidate will have the following experience:

  • Hands-on procurement / category management ideally within construction and/or housing related spend areas.
  • Experience of engaging with stakeholders at a senior level to drive and manage change and deliver the strategic priorities.
  • Previous experience in Public Sector procurement / OJEU / PCR2015 is essential.
  • CIPS / MCIPS qualifications are desirable although not essential.

This role will be a mix of home / office based with some SE England travel.

Procurement Manager X 2 - £39,880 - £42,821 a year plus £3,203 car benefit allowance + £2500 market supplement

The Opportunity:-

We are working exclusively with our client, Luton Council, to recruit into two Procurement Managers roles that have been created as part of a key council 5 year strategy to deliver “Prosperity thorough Procurement”. This is an exciting time to join Luton Council’s procurement function, who are on a journey to deliver real and tangible positive benefits to the residents of Luton.

Lead by the Service Manager Procurement, the teams’ deliverables include:-

  • Driving a commercial approach to contracting across the Council, in line with PCR2015  and internal governance
  • Working collaboratively with other local public sector “anchor” institutions to maximise the impact that procurement activity can have on the communities of Luton and surrounding areas
  • Development of a robust Social Value framework that aligns economic development, inclusive growth and our priority to eradicate poverty.
  • Developing and maintaining strong stakeholder relationships
  • Demonstrating a robust strategic, commercial and collaborative approach.

Key Candidate Criteria:-

Hands-on experience / demonstrable understanding and working experience of PCR2015, ideally gained from working across a number of category spend areas/directorates.

In conjunction with this, core competencies include-

  • In-depth knowledge and practical experience of procurement best practice and commercial delivery within a centralised function, ideally gained in both the private and public sectors.
  • Experience of identifying / delivering cashable savings and value opportunities through creative and effective commercial practices
  • Experience of gaining meaningful Social Value from procurement activity
  • Flexibility and adaptability to work across a number of different spend areas.
  • Excellent stakeholder engagement skills, with the ability to be collaborative and nurture a team-working spirit.
  • Proven line management skills (direct or matrix management) with the ability to develop individual team members and lead project teams.
  • MCIPS certification or working towards MCIPS or relevant experience working within a professional / commercial procurement environment.

Lead Contract Manager

Our client, a high profile organisation with a £multibillion spend, is currently recruiting for a Lead Contract Manager to be embedded within a senior stakeholder community and providing front-end strategic and creative commercial leadership, advice and support.

The successful candidate will be experienced in strategic contract management managing and exisiting contract portfolio and growing positive partnerships. They will advise on areas including commercial innovation, cost savings, supplier / market engagement and ongoing contract management.

This is an exciting opportunity, with real influence, that will suit candidates that can demonstrate expert commercial judgement and a strong track record of developed and implemented strategies diverse complex contracts.

Skills required:

  • Team management, managing a large team up to 15, with various experience levels from grads up to senior practitioners.
  • Extensive commercial contract management experience gained from complex environment whether private or public sector.
  • Building relationships with key divisions and individuals to ascertain and understand stakeholder, business and customer requirements, strategy, challenges and opportunities. 
  • Excellent SRM experience be point of contact to resolve issues and disputes

Commercial Manager

Langley Search & Interim has been retained by a Global Professional Services Companyto find a Commercial Manager.  In this role you will support their bidding and post contract management process in the Public Sector including Infrastructure, Government  & Health Market Sectors and you will report to the Commercial Director.

This role will be responsible for:

  1. Leading/supporting negotiations with clients in the Public Sector in Infrastructure, Government and Health Sectors
  2. Influencing and up skilling key stakeholders  up to ‘C’ Level on how to approach negotiations and bid processes including running training programmes and producing thought leadership to shape the approach
  3. Identifying opportunities to improve commercial frameworks on current contracts and pitches

You should have the following:

  1. Deep commercial domain experience of the Government/Public Sector/Infrastructure or Health Sectors. You will have the knowledge & understanding of  the way procurement/commercial teams operate in these sectors, their constraints, metrics, processes, mindsets & commercial strengths & weaknesses (including regulated and PSR processes)
  2. Experience of working in procurement in senior roles in the Professional Services  or Services Category areas may be advantageous
  3. Strong interpersonal/influencing & communication skills at ‘C’ level both internally and externally.
  4. A commercial sales and entrepreneurial orientation – a team player who is not interested in the glory.  Able to cope with ambiguity and balance conflicting priorities balancing workload to get the optimum outcomes.
  5. Be a proven strong negotiator who can improve profitability/margin whilst winning new business, increasing repeat business and the reputation of our client. Develop strategies for new bids that are critical for the business. Have worked successfully on projects with multi-million pound value and criticality
  6. Experience of shaping operating models to create a sustainable legacy that allows bids to be effectively challenged internally prior to submission
  7. An understanding of complex contracts including multi-entity/multi-country or global contracts may be advantageous.
  8. Of degree calibre, MBA and/or CIPS is desirable

Ideally this role will be based out of London although other key locations will be considered including Leeds and Birmingham. Considerable flexibility around working location is offered.

We are looking for a Category Lead – IT.  As a senior role, you would have full accountability for developing the Application Development & Management market, which will require a level of flair and innovation to support supplier and customers in all procurements resulting in compliant, ‘best value’ buying, ultimately producing continuous savings, benefitting the department.
